The Blacklist season 7 episode 9: What happened in Belgrade
There was a lot of stuff to unpack during “Orion Relocation Services,” but the first important thing to point out here is that the majority of Dom’s story seemed to be true. It did appear as though Ilya Koslov was set up to become Raymond Reddington, but something got in the way before it was complete. Katarina tried to get the information out of Ilya regarding the true Reddington’s identity, but that’s the one thing that he wasn’t willing to budge on.
Yet, at the same time, he did end up revealing to Katarina more about what happened to her in Belgrade, including that it was Dom who came up with the plan to seemingly kill her off in an explosion. Yet, the man she was with died instead. The idea was to better protect Masha, or at least this was the goal of Dom at the time. He proved himself to be rather cold in his actions, but it have been in his mind the only way. (He was telling the truth, seemingly, about the last time he saw Katarina.)

What we know now is this — Reddington is someone who Ilya clearly knows and has a relationship with. He’s known his true identity this whole time and Dr. Hans Koehler’s involvement in it. Yet, he doesn’t want to confess, and he also tried his best to eliminate Katarina out of interest in preserving Liz’s life.
Speaking of Liz, tonight she was able to finally put everything together — she was able to figure out, finally, that the nanny was Katarina. This is a game-changer, and one that effectively could shake up the show forever. (Kudos to Liz for admitting that it was somewhere in the back of her head this whole time.)
