Gotham season 5 teaser: Scarecrow finds his place in the city

One of the first things about this teaser that is super-cool is that based on the map you see briefly at around the three-second mark, it seems as though different villains have secured control of certain parts of the city. For example, Scarecrow has his own territory while Szasz, Firefly, Mr. Freeze, and others also have theirs. These are people who have found a way to stake their claim amidst chaos and convinced other people presumably to join them.
This teaser, after all, shows us that Scarecrow seems to have found himself now an army of minions who are willing to follow along to just about his every whim. That means even that they are willing to hang people up on crosses and show them “the face of fear.” This is a villain who is planning to torment people in Gotham for a rather-long time and it does not seem as though his M.O. is ever going to change. He is planning on using just about every single iteration of fear possible strike a nerve in people throughout the city and make them feel uncomfortable. He basically is out to cause suffering, paranoia, and insanity to the point where he can easily reign supreme.
Does Sacrecrow seem like the sort of person who would know what to do with power if he has it? We’re not sure about that, but we do think that he probably is the sort of character who loves sparking all sorts of fear and chaos — he wants other people to feel pain just as he has. This is his way to win at the world, which is probably one of the reasons why he can never win. It’s going to be hard for him to maintain his foothold when he is driven by such singular motivations. For Penguin, meanwhile, you have a man who is far more intent and interested in actually controlling the city. He is one of the most dangerous villains in the final season just because he’s more about control. That’s something that can produce longer wounds, whereas Scarecrow, if contained, can be a little more flash-in-the-pan. He does not have the same influential quality to him.
