The Flash season 4: The cerebral inhibitor theory
Let’s kick off this discussion by refreshing you on what happened with said inhibitor — this was a device mentioned by Savitar during the third season, one that he mentions can be used for taking down DeVoe. There was also an attempt to try and use said inhibitor to get a step ahead of Savitar in terms of Barry Allen’s memories, but that blew up in Team Flash’s face.
So is there still a use for said device yet? It definitely seems that way, if this device could somehow wipe out all of The Thinker’s abilities and powers, even if it is only temporary. One of the larger surprises for now is why nobody on the team has brought this up just yet. Maybe they’re unsure of if Savitar was telling the truth, or they are skeptical of the legitimacy of that timeline now given that Iris West was originally destined to die.
The cerebral inhibitor obviously needs a lot of work, so in order to make it work as it should and with guaranteed success, Team Flash may need a little bit of help. This could be where Marlize DeVoe comes into play. Unfortunately, The Mechanic is at the moment being manipulated mentally by DeVoe and isn’t really free to use her own mind or channel some of her own feelings. Right when she was skeptical about the plan, she ended up getting drugged in the form of one of The Thinker’s new powers — the magic tears. Team Flash would need to find a way to extract her from his control, and then to go along with that find a way in which to ensure that she will help them.

If the device is set up perfectly, Marlize could then be used as the perfect bait. While we know that Clifford has thought about almost every possible theory, it’s very well possible that Marlize may be a blind spot. Maybe the idea of a betrayal wasn’t ever considered.
No matter how it comes into play, we know that the cerebral inhibitor was such a key reference about DeVoe in season 3, a time when the character did not even exist. With that, we have to think that it is going to play a part at some point.
