‘Arrow’ season 3, episode 18 preview: Charlotte Ross returns as Donna Smoak in ‘Public Enemy’
Over the course of the past several weeks, we’ve had a chance to see a rift slowly form on “Arrow” between the Arrow and Quentin Lance for one simple reason: What happened to Sara, and what Oliver did not do to inform Lance of what happened. This, as you would expect, is hugely problematic for him.
However, what happens when Lance is completely at the mercy of the Arrow, and needs his help to survive? He may not love it, but that is precisely one of the central themes for the upcoming 19th episode of the season entitled “Public Enemy.” Ra’s al Ghul has a new plan to get to Oliver, and it involves taking the police captain out of commission for the time being. With that being said, get ready to also see more of Charlotte Ross as Donna Smoak as she pays Felicity another visit! That’s at least something (on the surface) to be excited about, but she may be there in a hard time in Felicity’s life.

“During an attack on the mayor’s office, Ray (Brandon Routh) is critically injured. Felicity (Emily Bett Rickards) is pleasantly surprised when her mother, Donna Smoak (guest star Charlotte Ross), shows up at the hospital to offer her support. With the SCPD out in full force looking for the assailant, Oliver (Stephen Amell) and his team work hard to stay one step ahead of the police to find the man responsible. However, things come to a head when Ra’s al Ghul (guest star Matt Nable) kidnaps Captain Lance (Paul Blackthorne).”
