Coming into NCIS season 16 episode 5 on CBS Tuesday night, Leon Vance is going to be back at work. With that in mind, Gibbs is shifting back to his old position! That is great news for Gibbs (he didn’t really like being director in the first place), but also bad news for him since it means that he has to fight more for what he wants again.

What we’ve come to learn about Gibbs over time is simply this: He doesn’t care about budget or the bureaucracy of his job. He just wants to ensure that justice is served by whatever means necessary, even if that means spending a ton of money in order to exhume a body related to a decades-old case. This is where Vance disagrees and the two start to butt heads — he does agree with Gibbs that there is enough evidence for the team to examine the case, but not enough to exhume. He’s turning down the request to do so himself.

Why this is so important, at least to us, is because this represents NCIS actually showing that there are some limits financially to what the team can do. That’s important given that with some of the large-scale missions, it’s easy to forget that some of these people are operating at a budget sometimes. We need to have these little reminders of that along the way and we like to think that this does provide us with just that.

Of course, we have a feeling that Gibbs is going to find a way to work around this as easily and effectively as he can — he may not be able to get this body exhumed, but knowing him, he’ll still a find a way to take a closer look at this case. This is, after all, something that he has excelled at time and time again over the years.
