Scandal season 7: Is Quinn really dead? Clues that she’s alive
Let’s take a moment now to analyze some of the evidence more, starting with this: We never technically saw her face. We did see a body and we heard claims that she was shot twice in the head. We also had an emotional funeral scene wedged into the episode. That in itself is a sign that she’s gone, just as Rowan being the killer seems to suggest. He is the sort of person that we’ve come to expect as someone capable of doing these sort of terrible/unspeakable things.
Yet, you can also use Rowan as evidence that she is alive. Remember, this character always seems to have a larger plan. If Quinn’s baby is alive (which the closing minutes seem to suggest), we certainly think that there are some scenarios in which she is and he set the whole thing up. It’s possible that what happened with the gunshots was enough for him to throw in a fake body, one that looked just enough like Quinn that nobody would be able to tell the difference.
The idea of Quinn’s baby is alive is the best clue that we’ve got as to her fate. Rowan obviously didn’t want Charlie to know the truth there. As a result of that, he may have some other secrets that are out there. The question you have to wonder is this: What is his larger plan? Is he trying to overtake his daughter Olivia, or does he have something larger and more sinister in mind? Hopefully, the final episodes are going to offer up a little more evidence.

We should not that nobody at Scandal has 100% confirmed that Quinn is gone just yet — even Katie Lowes’ Twitter tonight avoids any such confirmation. (We know that she has been on set as of late, but that could be for flashbacks — don’t take that as a sign of anything.)
