The fake Clementine ( that would be the one now on the plane with Jamie) is either The Falcon, or working for him/her. The woman that showed up at the Oregon safe zone is most likely also a Shepherd, as she appeared to apologize to the rhino hybrid before apparently killing it with the hard drive/bomb thing.
