This kiss is not canon but the one in the very next episode (season 3 opener) is so it’s all pretty much the same thing.

And while we’ve seen that Felicity has had a crush on Oliver for a while, she’s never actively pursued him. The active (asking her out on a date and the three ‘I love you’s) has all been from him.
