Chris Chibnall said in a podcast interview that he originally wrote Broadchurch as a thirteen episode story. He pitched ten to ITV and they commissioned eight episodes. He said that he wrote two drafts of the story, and filmed the second one. He said that he wrote an alternate ending in case the original got spoiled... and that Gracepoint uses one of the alternate endings. He also said that, when he pitched it to ITV, he told them he already had an idea for a second series if the original was successful.... and ITV told him, let's see how this goes and if it goes well, we will talk about a second series.... of course it did well, and they went on to film the idea he had for a second series. They stated in another article that Chibnall did not write a whole new series in response to it being a hit; they used the idea he had already had.

Here is another article on the subject:

INTERVIEWER: If Gracepoint does really well on Fox, will they do another season?

TENNANT: Yes, there’s always an eye for that, isn’t there, with almost everything on television. We have to wait and see how the audience responds to it. Broadchurch is going to a second season, so there’s no reason why Gracepoint shouldn’t. There’s a template there. Although, a second season of Gracepoint might go off in a very different way. Who knows? All these things are to be decided. We’re all very excited about Gracepoint premiering. I just want America to take to it in the way that the UK did because it was an extraordinary thing to be a part of. Even as objective as I can be, I think it’s a fantastic story that people will be thrilled by.
