I think Reddington does know Liz has Tom and is trying to give her a chance to satisfy her need for revenge and to come clean with him (Red) for the sake of their relationship. I know you can’t really trust a man like Reddington, but I think he is trying to be honest with Liz. Now it’s her turn to be honest with him.
