I have a feeling that just as Will did and felt, he had felt Hannibal as a threat and had sent someone to try and kill him only to fail; however I believe, Hannibal sees Will as a threat and is trying to propose him as a killer or to eventually become a driven killer. Hence, the FBI will lose his traces of tracks and point to Will, which we all know will not happen.
