As this preview reveals, Frank is struggling when a new case hits his desk that is very much complicated, and touches on an issue that we’re seeing play out all over the country at the moment. At the center of all of it is the subject of sanctuary cities. An incident apparently broke out at a bagel shop that led to the arrests of a Christian from Iraq and a Muslim man from Syria.

In the end, the big issue here revolves around how one of the two detainees was arrested, as the Christian man was eventually released on bail because of an order handed down from the Archbishop Kevin Kearns. Meanwhile, the Muslim remains behind bars, as they have not made bail. Both are here illegally, but the suggestions seems to be being made here by the Mayor that one is being treated more unfairly than the other. This frustrates Frank greatly, as does the suggestion that the rules are a little bit different in New York than elsewhere because of the city’s status as a sanctuary city.

Ultimately, Frank is all about the clear black and white with this situation. One person was released on bail, and the other wasn’t and he has no role in it. Both are entitled to it, but one was just lucky to know someone with the capacity to pay their way to temporary freedom. Neither case is being swept under the rug. The bigger issue here more than anything else is how this case may be a little more representative of a systemic problem that is going at the moment within the city of New York, and that is the broken relationship between Frank and Mayor Poole. This is going to culminate in the season finale, when David Ramsey will appear as the character and Poole will make a surprising decision regarding his own future governing the city. There is some good story to come here, so consider this a mere foundation to everything that will be coming up.
